10 Carmona, António Óscar de Fragoso
(1869-1951)Career army officer, one of the founders of the Estado Novo (1926-74), and the longest-serving president of the republic of that regime (1926-51). Born in Lisbon in 1869, the son of a career cavalry officer, Oscar Carmona entered the army in 1888 and became a lieutenant in 1894, in the same cavalry regiment in which his father had served. He rose rapidly, and became a general during the turbulent First Republic, briefly served as minister of war in 1923, and achieved public notoriety as prosecutor for the military in one of the famous trials of military personnel in an abortive 1925 coup. General Carmona was one of the key supporters of the 28 May 1926 military coup that overthrew the unstable republic and established the initially unstable military dictatorship (1926-33), which was the political system that founded the Estado Novo (1933-74).Carmona took power as president upon the ousting of the Twenty-eighth of May coup leader, General Gomes da Costa, and guided the military dictatorship through political and economic uncertainty until the regime settled upon empowering Antônio de Oliveira Salazar with extraordinary fiscal authority as minister of finance (April 1928). Elected in a managed election based on limited male suffrage in 1928, President Carmona served as the Dictatorship's president of the republic until his death in office in 1951 at age 81. In political creed a moderate republican not a monarchist, General (and later Marshal) Carmona played an essential role in the Dictatorship, which involved a division of labor between Dr. Salazar, who, as prime minister since July 1932 was responsible for the daily management of the government, and Carmona, who was responsible for managing civil-military relations in the system, maintaining smooth relations with Dr. Salazar, and keeping the armed forces officer corps in line and out of political intervention.Carmona's amiable personality and reputation for personal honesty, correctness, and hard work combined well with a friendly relationship with the civilian dictator Salazar. Especially in the period 1928-44, in his more vigorous years in the position, Carmona's role was vital in both the political and ceremonial aspects of his job. Car-mona's ability to balance the relationship with Salazar and the pressures and demands from a sometimes unhappy army officer corps that, following the civilianization of the regime in the early 1930s, could threaten military intervention in politics and government, was central to the operation of the regime.After 1944, however, Carmona was less effective in this role. His tiring ceremonial visits around Portugal, to the Atlantic Islands, and to the overseas empire became less frequent; younger generations of officers grew alienated from the regime; and Carmona suffered from the mental and physical ailments of old age. In the meantime, Salazar assumed the lion's share of political power and authority, all the while placing his own appointees in office. This, along with the regime's political police (PVDE or PIDE), Republican National Guard, and civil service, as well as a circle of political institutions that monopolized public office, privilege, and decision making, made Carmona's role as mediator-intermediary between the career military and the largely civilian-managed system significantly less important. 13 Bell, Henry
SUBJECT AREA: Ports and shipping[br]b. 1767 Torphichen Mill, near Linlithgow, Scotlandd. 1830 Helensburgh, Scotland[br]Scottish projector of the first steamboat service in Europe.[br]The son of Patrick Bell, a millwright, Henry had two sisters and an elder brother and was educated at the village school. When he was 9 years old Henry was sent to lodge in Falkirk with an uncle and aunt of his mother's so that he could attend the school there. At the age of 12 he left school and agreed to become a mason with a relative. In 1783, after only three years, he was bound apprentice to his Uncle Henry, a millwright at Jay Mill. He stayed there for a further three years and then, in 1786, joined the firm of Shaw \& Hart, shipbuilders of Borrowstoneness. These were to be the builders of William Symington's hull for the Charlotte Dundas. He also spent twelve months with Mr James Inglis, an engineer of Bellshill, Lanarkshire, and then went to London to gain experience, working for the famous John Rennie for some eighteen months. By 1790 he was back in Glasgow, and a year later he took a partner, James Paterson, into his new business of builder and contractor, based in the Trongate. He later referred to himself as "architect", and his partnership with Paterson lasted seven years. He is said to have invented a discharging machine for calico printing, as well as a steam dredger for clearing the River Clyde.The Baths Hotel was opened in Helensburgh in 1808, with the hotel-keeper, who was also the first provost of the town, being none other than Henry Bell. It has been suggested that Bell was also the builder of the hotel and this seems very likely. Bell installed a steam engine for pumping sea water out of the Clyde and into the baths, and at first ran a coach service to bring customers from Glasgow three days a week. The driver was his brother Tom. The coach was replaced by the Comet steamboat in 1812.While Henry was busy with his provost's duties and making arrangements for the building of his steamboat, his wife Margaret, née Young, whom he married in March 1794, occupied herself with the management of the Baths Hotel. Bell did not himself manufacture, but supervised the work of experts: John and Charles Wood of Port Glasgow, builders of the 43ft 6 in. (13.25 m)-long hull of the Comet; David Napier of Howard Street Foundry for the boiler and other castings; and John Robertson of Dempster Street, who had previously supplied a small engine for pumping water to the baths at the hotel in Helensburgh, for the 3 hp engine. The first trials of the finished ship were held on 24 July 1812, when she was launched from Wood's yard. A regular service was advertised in the Glasgow Chronicle on 5 August and was the first in Europe, preceded only by that of Robert Fulton in the USA. The Comet continued to run until 1820, when it was wrecked.Bell received little reward for his promotion of steam navigation, merely small pensions from the Clyde trustees and others. 14 Herschel, John Frederick William
SUBJECT AREA: Photography, film and optics[br]b. 7 March 1792 Slough, Englandd. 11 May 1871 Collingwood, England[br]English scientist who introduced "hypo" (thiosulphate) as a photographic fixative and discovered the blueprint process.[br]The only son of Sir William Herschel, the famous astronomer, John graduated from Cambridge in 1813 and went on to become a distinguished astronomer, mathematician and chemist. He left England in November 1833 to set up an observatory near Cape Town, South Africa, where he embarked on a study of the heavens in the southern hemisphere. He returned to England in the spring of 1838, and between 1850 and 1855 Herschel served as Master of the Royal Mint. He made several notable contributions to photography, perhaps the most important being his discovery in 1819 that hyposulphites (thiosulphates) would dissolve silver salts. He brought this property to the attention of W.H.F. Talbot, who in 1839 was using a common salt solution as a fixing agent for his early photographs. After trials, Talbot adopted "hypo", which was a far more effective fixative. It was soon adopted by other photographers and eventually became the standard photographic fixative, as it still is in the 1990s. After hearing of the first photographic process in January 1839, Herschel devised his own process within a week. In September 1839 he made the first photograph on glass. He is credited with introducing the words "positive", "negative" and "snapshot" to photography, and in 1842 he invented the cyanotype or "blueprint" process. SUBJECT AREA: Textiles[br]b. 4 July 1769 Knocknalling, Kirkcudbrightshire, Scotlandd. 30 October 1855 Ardwick Hall, Manchester, England[br]Scottish cotton spinner and textile machine maker.[br]Kennedy was the third son of his father, Robert, and went to the village school in Dalry. On his father's death, he was sent at the age of 14 to Chowbent, Lancashire, where he was apprenticed to William Cannan, a maker of textile machines such as carding frames, Hargreaves's jennies and Arkwright's waterframes. On completion of his apprenticeship in 1791, he moved to Manchester and entered into partnership with Benjamin and William Sandford and James M'Connel, textile machine makers and mule spinners. In 1795 this partnership was terminated and one was made with James M'Connel to form the firm M'Connel \& Kennedy, cotton spinners.Kennedy introduced improvements for spinning fine yarns and the firm of M'Connel \& Kennedy became famous for the quality of these products, which were in great demand. He made the spindles turn faster during the second part of the mule carriage's outward draw, and from 1793 onwards he experimented with driving mules by steam engines. Like William Kelly at New Lanark, he succeeded in making the spinning sequences power-operated by 1800, although the spinner had to take over the winding on. This made the mule into a factory machine, but it still required skilled operators. He was also involved with Henry Houldsworth, Junior, in the improvement of the roving frame. In 1803 Kennedy joined the Manchester Literary \& Philosophical Society, to which he presented several papers, including one in 1830 on "A memoir of Samuel Crompton". He retired from the spinning business in 1826, but continued his technical and mechanical pursuits. Wexford, Irelandd. 17 November 1875 Hythe, Hampshire, England[br]English surveyor and civil engineer, pioneer of railways.[br]Vignoles, who was of Huguenot descent, was orphaned in infancy and brought up in the family of his grandfather, Dr Charles Hutton FRS, Professor of Mathematics at the Royal Military Academy, Woolwich. After service in the Army he travelled to America, arriving in South Carolina in 1817. He was appointed Assistant to the state's Civil Engineer and surveyed much of South Carolina and subsequently Florida. After his return to England in 1823 he established himself as a civil engineer in London, and obtained work from the brothers George and John Rennie.In 1825 the promoters of the Liverpool \& Manchester Railway (L \& MR) lost their application for an Act of Parliament, discharged their engineer George Stephenson and appointed the Rennie brothers in his place. They in turn employed Vignoles to resurvey the railway, taking a route that would minimize objections. With Vignoles's route, the company obtained its Act in 1826 and appointed Vignoles to supervise the start of construction. After Stephenson was reappointed Chief Engineer, however, he and Vignoles proved incompatible, with the result that Vignoles left the L \& MR early in 1827.Nevertheless, Vignoles did not sever all connection with the L \& MR. He supported John Braithwaite and John Ericsson in the construction of the locomotive Novelty and was present when it competed in the Rainhill Trials in 1829. He attended the opening of the L \& MR in 1830 and was appointed Engineer to two railways which connected with it, the St Helens \& Runcorn Gap and the Wigan Branch (later extended to Preston as the North Union); he supervised the construction of these.After the death of the Engineer to the Dublin \& Kingstown Railway, Vignoles supervised construction: the railway, the first in Ireland, was opened in 1834. He was subsequently employed in surveying and constructing many railways in the British Isles and on the European continent; these included the Eastern Counties, the Midland Counties, the Sheffield, Ashton-under-Lyme \& Manchester (which proved for him a financial disaster from which he took many years to recover), and the Waterford \& Limerick. He probably discussed rail of flat-bottom section with R.L. Stevens during the winter of 1830–1 and brought it into use in the UK for the first time in 1836 on the London \& Croydon Railway: subsequently rail of this section became known as "Vignoles rail". He considered that a broader gauge than 4 ft 8½ in. (1.44 m) was desirable for railways, although most of those he built were to this gauge so that they might connect with others. He supported the atmospheric system of propulsion during the 1840s and was instrumental in its early installation on the Dublin \& Kingstown Railway's Dalkey extension. Between 1847 and 1853 he designed and built the noted multi-span suspension bridge at Kiev, Russia, over the River Dnieper, which is more than half a mile (800 m) wide at that point.Between 1857 and 1863 he surveyed and then supervised the construction of the 155- mile (250 km) Tudela \& Bilbao Railway, which crosses the Cantabrian Pyrenees at an altitude of 2,163 ft (659 m) above sea level.
